1 Introductions, apologies and substitutions
1.1 Apologies were received from Kirsty Williams.
2 Papers to note
2.1 The Committee noted the minutes of the meetings on 18 and 24 September.
3 Factual briefing on the Public Health White Paper
3.1 Members received a factual briefing from the Welsh Government on the Public Health White Paper.
3.2 The Committee agreed to write to the Chief Medical Officer to request information about the number of children and young people using electronic cigarettes and traditional tobacco products.
3.3 The Committee agreed to write to the Minister for Health and Social Services to seek clarification on whether, in his view, the Assembly has legislative competence in relation to minimum unit pricing, and about any discussions which the Minister or his officials have had with the UK Government on this matter.
4 Motion under Standing Orders 17.42(vi) and (ix) to resolve to exclude the public from the remainder of the meeting and for item 1 of the meeting on 16 October 2014

5 Post-legislative scrutiny of the Mental Health (Wales) Measure 2010: Consideration of written evidence
5.1 The Committee considered the written evidence received.
6 Consideration of progress reports from the Minister for Health and Social Services
6.1 Progress report on: prevention of venous thrombo-embolism in hospitalised patients in Wales
6.1a The Committee noted the report on the progress made on implementing the Committee’s recommendations.
6.2 Progress report on: stillbirths in Wales
6.2a The Committee noted the report and agreed to write to relevant stakeholders seeking their views on the report.
6.3 Progress report on: implementation of the National Service Framework for diabetes in Wales
6.3a The Committee noted the report and agreed to defer a decision on whether to undertake any future follow up work until after the publication of the annual report on the Diabetes Delivery Plan at the end of 2014.
